In Japan, having a having waist circumference of 33 1/2 inches (85 cm) if you are a man and 35 1/2 inches (90cm) for women, means you are FAT (legally). This applies to Japanese men and women over the age of 40 however.
What is interesting, is that the male's waist circumference cut off mark is smaller than it is for females. Considering the cut off mark in the American guidelines are 35 inches (88 cm) for men & 40 inches (102 cm) for women.
One good thing about this move, is that Nutritionists, Dieticians and Fitness trainers amongst other will be in demand.

WHHHHAAATT?! I'm all for promoting healthy eating/working out but imposing fines? That's ridiculous!
